“LOCAL ELECTED”? You mean “teacher controlled” school boards. The donations and candidates come from the local teacher thugs, excuse me, unions. State control is not the option, parental control is. The eventual goal, parents keep their tax money and decide where and when to send their children for education.

Parental control is a pipedream. Parents in Massachusetts tried to get charters granted. Not possible unless they are politically correct . Curriculum and assessments control as much as unions.Choice sounds great but only if you are able to truly escape the system. Tax dollars are the fuel of vouchers,tax credits and choice, when the dollars follow the student.
I would sure like to see an endso to union control and the debt that pensions have created which will bankrupt us. I would just urge caution. Change and choice have not eerved us well in the last 50 + years.
