I’m not sure that’s entirely true. Sure, legal definitions of “Hispanic” include a superset, but there is clearly a set of racial characteristics to many people of Latin American origin who have variously been described as Mestizo or native Indian/American. Such a recognizable ‘racial’ identity is vital to the claim of a need for continuing participation in affirmative action programs here in the US.
