Well that sounds good BUT all those ISPs operate under FCC rules and require a license to operate (has to do with the Telecommunications system)
They even operate under the CALEA-Compliant Rules the FCC mandates (long story short: CALEA means that each and every ISP must have the capability to do D.P.I. (stands for Deep Packet Inspection) of a targeted ISP account. D.P.I. shows every bit of info that account has accessed in a given time frame)
So the ISPs are hamstrung and Must follow FCC rules or they lose their right to be an ISP.
But here is the Kicker Laz. These Rules and Regs went into effect for the first time in Nov. of last year. Now if you read those regs they actually seem logical. They state an ISP can't up and censor the data stream without cause. (For instance they can squelch a Denial of Service attack or other such malevolent attacks on their system.) However the real worry is the FCC gained all this power of the Internet without legislation being enacted.
Now for the icing on the cake: In December of last year the Major ISPs and the RIAA/MPAA (A.K.A. Big Media) met with The Obama admin who brokered a deal wherein the ISPs with the aide of the RIAA/MPAA can throttle ISP accounts who are "ACCUSED" (not found guilty but only accused) by the RIAA/MPAA of illegal downloading.
Think that thru a sec everyone. In November New FCC rules go into effect that says you cannot Throttle/Censor the Internet without "CAUSE" and not 30 days later Obama brokers a deal wherein ISP customers can have their Internet Connections Throttled/Censored (and in some cases disconnected) just by being "ACCUSED" by the RIAA/MPAA.
Of course it is merely coincidence that mega dollars have been deposited into Obama's reelection campaign account by all the parties involved.
Bottom line what Congress is trying to do in the legislature has in effect already been back-doored by the FCC. So the camel's nose is already under the tent. The FCC will just expand their power by dribs and drabs using issues like The RIAA/MPAA as mile posts.
