WASHINGTON Congressional Black Caucus Chairman Emanuel Cleaver (D-MO) plans to send a friendly, hand-written note to House Speaker John Boehner (R-OH) asking him to enforce the House dress code across the board, he told Fox News Wednesday night.
Cleaver says he made the decision to contact Boehner after the incident where Rep. Bobby Rush (D-IL) wore the hoodie to the House floor today. Rep. Rush was escorted from the House floor because the House dress code prohibits hats.
Cleaver says that some CBC members believe that Rush was unfairly singled out because the House routinely allows other members to go to the floor without the proper attire and they are never removed.
Whenever rules are not enforced, you create the opportunity for somebody to believe they have been singled out, Cleaver said. You see during late night votes, people stand in the back with jeans and no jackets and no ties.

Okay, okay, okay, Boehner - it really is simple. Draft a bill as an extention of the dress code not allowing hoodies on the House floor. Poof - this will send Sharpton, Jackson, Sheila Jackson Lee, and the rest of the black racist caucus into orbit - MISSION ACCOMPLISHED!!!
The rule dates back to 1837.Clause five of rule 17 prohibits the wearing of hats in the chamber when the House is in sessionEvery member shall remain uncovered during the sessions of the House.

A person on the floor of the House may not smoke or use a mobile electronic device that impairs decorum. The Sergeant-at-Arms is charged with the strict enforcement of this clause.

The rules require business attire. A hoodie isn’t business attire. It isn’t even business causal. The speaker used the wrong rule. The hat rule is interesting and limited, but the business attire rule is pretty specific. In all the businesses Ive worked for its a coat and tie. It can be a sport coat but the slacks cant be jeans. High tech companies and some others have some very relaxed rules of what business attire is, but they are unusual in that area.
When I heard about the hoodie and sunglasses on the radio, I was reminded of the Unabomber.
You never worked outside in the winter, obviously.
