Homeowner's associations have incredible power to enforce the contractual agreements between the unit owners, up to and including the levying of fines and the eventual foreclosure and sale of units in order to satisfy the fines. This is what buyers are agreeing to when they buy such properties and typically the majority of buyers are content with the constraints.
There is a law that doesn't get my coverage. If a minor even PERCEIVES fear from an adult, that is against the law. The minor can even pretend that an adult scared them and it's against the law. I hate PC crap but minors have rights beyond what most people are aware of.
