As long as Obama is in the WH, implementation of Obamacare will take place. Congress won't be able to stop it no matter if the Reps regain control of the Senate and hold the House. And it certainly won't be repealed.
Maybe the Obamacare law cannot be repealed with Zero in the WH but by God if Republicans are in control of both chambers of congress, AND THEY FIND THEIR SPINE, they sure as heck can DEFUND it's implementation. Additionally when the debt ceiling comes up again, attach Obamacare repeal as part of the "negotiations" on the debt ceiling. A GOP managed Congress has plenty of POWER. We do not yet have a MONARCHY even though Zero believes he is the KING.

Defund it how? If Obama vetoes it, we will be on a continuing resolution. The law will still move forward in terms of implementation including setting up the IPAB board, instituting the new taxes, insurance exchanges, penalties for those who don't have healthcare, employers and individuals, etc.
The problem with Congress is that we do not have a veto proof majority. Obama will implement the new law. There is nothing to prevent him from doing so.
