I used to believe like you did, but some FReepers corrected me.

Within a few days of Bush taking office, he sent the NCLB plan off to Congress. It had been a part of his campaign (based loosely on Texas from his time as Governor), and his people had it ready to send off to Congress in search of sponsors within just a few days of taking office.

They quickly found their sponsors - John Boehner, George Miller, Teddy Kennedy, and Judd Gregg.

Another instance where Teddy Kennedy claims credit for something that was basically handed to him, in this case by the Bush campaign.

And you may find this interesting - As of two months ago, Bush is still defending it.
