I think what would be extremely fair would be for every protester that claims injury to line up in front of the officers they claim to be injured by - and each one who doesn’t have any detectable injuries gets beaten to pieces by the cops. Those that do have detectable injuries that exceed any reasonable use of force get $25,000 in a cashier’s check minus one thousand for every liar that shows up.
Though, of course, all the officers will likely claim a percentage of disability from beating up the protesters, so this won’t work anyway.
