Missouri has no political party registration system so all that can be done is for people to affirm they are Republicans. Anyone who is a registered voter and says they’re a Republican can come to the caucus and vote as long as they’re in the room by 10 a.m., but in real life only a small number of people show up.
The local caucus can use pretty much any procedure it wants to select delegates to the congressional district and the state convention, as long as it gets a majority vote to do so. The delegates are not bound unless the caucus votes to bind them. That didn’t happen in our county today.
