Why does Obama tend to make jokes or ridicule when he makes statements?

For example, this drilling issue — why the need to joke about how we’re not drilling on the National Mall? As if those who want more drilling want an oil derrick on the Mall?

Why did he once say, regarding illegal immigration, that Republicans “want a moat with alligators in a moat” as their solution to illegals?

Why did he once say, about Rick Perry, that “a governor of a state on fire denies global warming”, hinting that the devastating wild fires in Texas were caused by global warming, and hinting that somehow Texas and Rick Perry deserved that fate due to their ignorance?

It just seems to be that this president discusses issues in a very callous manner, so as to slip in insults or assumptions about people’s intelligence and such.

It's his favorite trick because Obama and his crew honestly believe that conservativism has three sources: stupidity, bigotry, and greed and moderates are deadly afraid of being thought of as either stupid or bigotted, so it's useful rhetoric, too, in making moderates feel that Obama's is the club they want to join.

It's part of his leveling, "aw shucks" style, which lets him say he's smart, and his audience is smart for going along with his humor. I think it's rather effective (alas).

Why does Obama tend to make jokes or ridicule when he makes statements?

Because he is by nature a mocker, hater, and blasphemer. He speaks his native tongue (lies). The names Apollyon, Abaddon, and Obama have the same meaning, because one's name/reputation is his character. In this case it is "Destroyer".

Truth can refute the logical arguments offered against it. Truth can prevail even over man’s selfish drives and desires, for intrinsic to the nature of man is the axiom that “the mind rules over the heart”—that it is within a person’s capacity to so thoroughly appreciate a truth that it is ingrained in his character and implemented in his behavior. But man’s rational faculties are powerless against the challenge of an Amalek who leaps into the boiling tub, who brazenly mocks the truth and cools man’s most inspired moments with nothing more than a dismissive “So what?”
