I cannot speak for California. I know that they are having a problem figuring out what to do with all the oil on the West Coast. I would guess that some of it is now being exported. Clinton made that legal.

That doesn't make sense, they are still importing.

Look at the following:

Total West Coast throughput from last week is normal, crude oil stocks are normal. They must still be importing a million barrels a day. Alaskan Crude oil is still over $121 a barrel but did show a drop yesterday.
