Title 4 of the United States Code is the "Flag Code." So yes, what you state is correct, it is Federal Law. However, there are no penalties for non-compliance associated with this code. The code is a listing of flag etiquette. Nothing more. To associate penalties with Title 4 would be against the First Amendment.

As long as you own the flag, you can do with it as you please. That is the way it should be.

I also noticed that they’re back up for sale on ebay. This auction has almost 1200 views and 19 bids. I guess the DUmmies are really hitting this.
