JMHO, if he hasn't changed speechwriters----and it sure doesn't sound like it----it's only because The 0 is the only speechwriter in the WH.
.....and the results uniformly sound like one of those drugged-out doofus' that I'd see hanging around the campus newspaper offices back in '70.
