I don’t understand how a department of the executive branch can stop a state law. I understand they can try and sue but not stop legislation legally passed and signed by a state governor.

Texas is one of nine states and some other jurisdictions that come under the VRA of 1965. Even such things as congressional redistricting have to have the approval of the DOJ. A mess to say the least but this Law was extended for another 25 years under the signature of President Bush back in 2006.
