Israel is the apple of God’s eye and he’s chosen them to show his glory. He’s laughing at these wicked men and wicked nations who think they’ve got plans for Israel. It’s comical from that standpoint but it’s obviously not funny when you consider a lot of pawns are going to get crushed doing the bidding of kings.
