I disagree. I think he was qualifying the apology. He was really apologizing to his listeners and Fluke for using the words he used - not the thoughts behind them. I think he made that clear when adding the part about “lowering himself”.

I come from a position where I spar with hateful liberals on the internet almost daily. They call me all sorts of bad names while I never reciprocate. And if I were to it would simply mean I accidentally let slip what I had always been thinking.
