He opposed it. He just wanted to oppose it in a way that would please the environmentalists without alerting the union members or the consumers of gasoline. The Republicans just forced his hand to announce his decision before the election.
Even if this vote doesn't pass I welcome the chance to make the Dems stand with the president on this. The only problem is the 60 vote requirement will allow a few of them to cynically vote for the pipeline which they don't really want to pass. I bet every Dem who votes for it will be up for election this year in an at risk seat when leadership passes out the twelve (?) slots to vote for the pipeline but still have enough to kill it.
