For 13 hours after they watched an Orange County sheriffs deputy fatally shoot their father, the traumatized daughters of Marine Sgt. Manuel Loggins were held for questioning and not allowed to join their mother
The accusation is contained in a claim Dunn said he would file Wednesday with the county, giving notice that the Loggins family plans to file suit in Superior Court against the Sheriffs Department and the deputy for wrongful death.
An attorney representing Darren Sandberg, identified as the deputy who shot Loggins, declined comment.
Orange County Sheriff Sandra Hutchens declined to comment on the facts of the case, saying the district attorneys office is investigating. Everybody wants answers, she said. That is what the investigation is for.
The girls, ages 14 and 9, were in the family SUV with their father when the deputy fired into the vehicle before dawn on Feb. 7. The department said Loggins had crashed through a gate at the parking lot, walked to a nearby athletic field, and then ignored Sandbergs orders not to restart the SUV.
At first, the department said Sandberg fired out of concern for his own safety but later said Sandberg - a former Marine -- feared for the girls safety.
Loggins had been unarmed.
The girls were held at the Orange County Sheriffs Department and were not allowed to see their mother until 6 p.m. that day,
They probably kept asking them over and over and over what was going on till they got the answer they wanted.
He said Loggins had committed no crime, posed no threat to anyones life and that Sandberg shot him multiple times.
He worked at Camp Pendleton, and left behind three daughters and a pregnant wife, Phoebe, who gave birth to their fourth daughter days ago.

Exactly!!!
Facts are in short supply usually when there is a coverup going on.
Since this cop took one for the team by doing the execution he’ll be protected by the corrupt cops within the department.
They need more time to come up with a plausible story that makes the Marine look bad and the cop and the department look good.
“Hes a good guy -”
You are out of your mind if you think it is a “good guy” who murders a father in front of his kids.
This insane person (who happens to be employed by the city as a police officer) kills an unarmed man, does not call for backup, does not watch or observe or anything. It is 4:45AM, no one is around, they are in a parking lot and he just shoots him...multiple times....oh...but he is a good guy...I forgot.
Best part of all, the murderer is back on the job after shooting and killing the dad sitting in the front seat of his car with his two daughters in the back seat. See...I knew he was a good guy.
FACE IT...There’s no conceivable reason for deadly force!!!
Sounds like NCIS is investigating! That should make things interesting. I would bet that the Marines are not happy about the murder of one of their own.

I would not only be filing a legal claim, but be seeking prosecution for murder on this killer.
At the end of the day though, he is just a contractor, the city taxpayers are going to end up paying through the nose for this criminal, all while he continues to collect pay and will probably be back on patrol shortly!
This is scary...justified murder and weird how they say it was an accident! WHAT...it was murder.
Sheriff’s Department spokesman, Jim Amormino, said deputies are justified in using deadly force if they feel their lives or the lives of others are in danger. He said he is confident the district attorney’s office will do a “thorough examination of the incident” and that his department will continue to have a strong relationship with Marines.
“We both wear a uniform, both serve our country in different ways, and always have had a great relationship,” he said. “This was a tragic incident. There’s no question about that. It is very tragic for anyone involved and our deepest sympathies go out to them. We just have to let the investigation take its course.”
That is a scarey book. These people don’t look at the public as anything beyond dangerous inferiors which need to be brought under total control by any means necessary.
Glad you have the whole thing solved.
Who said anything about solving it? We don’t know the murderers motive yet. I simply stated the facts of the case as laid out in the media and by the OC spokesman and my opinion of the scumbag who admitted to killing him.
He killed an unarmed and nonthreatening (to him) dad who by the way was surrounded by other police officers and cars. That is not in the line of duty...that is murder. And they are calling it an accident??? You think he is a good guy who just happened to shoot this guy multiple times????? They best they could come up with is that he was maybe a threat to his kids since he got back into his car. Note that is his car, his kids, going to where they run at the school track...give me a break...this is a cut and dried case of 2nd degree murder maybe plea it down to voluntary manslaughter.
I hope the NCIS nails these guys who are in obvious collusion of the events and trying to figure out how to coerce the testimony of the witnesses through a 13 hours interrogation
If the accounts matched, he would have said so.
But, he didn't...
OCSD would have broadcasted that to the world.
like I said, sounds like you’ve solved it, congratulations.
Are they waiting until everyone forgets about this? I for one am not forgetting.
They have the gun used to shoot the unarmed suspect to death, they know who the shooter is, they have the vehicle involved, the two witnesses in the back seat who watched their Dad get shot to death....Everyone and every thing is accounted for.
I would guess, they've had time to thoroughly investigate this incident, 20 times over by now.
Maybe they're waiting to see if an orbiting spy satellite happened to catch the event.
