Good question....Same with the NDAA, no one was asking to give the president more powers. It passed easily by both houses.

A lot of times these naked power grabs, and they are power grabs, are done at the request of donors. Look at SOPA/PIPA. Lamar Smith wasn't doing that because he thought it was a good idea, he was doing it because he had been bought and paid for by Hollywood.

In this instance, I'm seeing too many people benefitting who could be from either side - either contractors who could make a lot of money down the road, or from those who want more power for the federal government. McCain's staff plays it off as a benign voluntary measure, but we all know how that goes. Once the camel has his nose in the tent, it's over.
