The technicality seems to be that while the state charges nothing to obtain a voter ID, obtaining a birth certificate with which to get the ID costs up to $39.50, which the judge finds to be an onerous burden to the indigent.
The solution is blindingly obvious: Gov. Walker should simply authorize the department issuing the voter ID to refund the birth certificate cost.

The judge is being mendacious on even that point. Any of a number of documents can be used to satisfy the proof of identity requirement. A birth certificate is only one of the possibilities.
