It's V. K. L. Lee, a real registrar. I believe Fred Nerks came up with this info. (If not, maybe he knows who did.)
I think the V stands for Verna, or something close to it.

Signature of Local Registrar: ‘U K Li Lee’ Which is different from the local registrar, the hospital official charged with certifying the birth certificate information, is different than the name on the Nordyke twins certificates, who were born in the same hospital, less than 24 hours after when Obama's BC says he was born.
