Part of the problem is that the Dept of the Interior is blocking Border Patrol from going on a lot of the border because they are concerned about the impact of the BP agents on the environment, while the illegals leave a wake of destruction and trash a mile wide.
I live in Washington state and the last three BOLOs law enforcement put out on hispanics up here were multi-time deportees with brand new WA drivers licenses that they obtained upon re-entering America. We are seeing repeat offenders back in the area within 6 weeks of being deported, and that is when law enforcement detects them again. I bet they are coming back in less than a week.
The answer is that the border isn't secure at all.
There is only one cure to the repeat offenders... Before deportation for the second time (gotta give them one chance to follow our laws) they get a tattoo in big block letters across their foreheads, "PDIE," for "Previously Deported Illegal Alien."
That should cut down on repeat offenders.
