That $1400 per employee is the total fine. That is, the ENTIRE fine for NOT carrying employee insurance at all.

ASSUMING a standard $4000 per employee for health insurance - this equates to a $260,000 SAVINGS, should the organization decide NOT to provide insurance ...

Way to go Obama - FORCE the organization to have its insurer provide contraception coverage. AND what do you get - NO INSURANCE for ALL of its employees ...

No, those employees get dumped into the government “exchanges”, which is what the Left wants.
