If it is Santorum, it is all his fault.
How do they know that this problem won’t happen in Georgia, just like it did in Florida?

That is true but there is so much corruption in the voting system... we read about the ones that get caught... but that is just the tip of the iceberg.

Uh... it's "could" because he hasn't won anything. The election hasn't taken place.
This phrasing is standard for news writing about things that haven't taken place. Nice try though.
