Not possible. The Japanese love making things and are very, very good at it. When they run out of factory capacity in Japan for any reason, they are second to none about setting up plants anywhere in the world.
I ought to know. I've worked for them for the last 24 years. This is the country which figured out how to reverse engineer poop into food. Seriously!
