When the bill was written, I thought they anticipated that possibility and set it up so that it could not be repealed. Am I mistaken?
They did all they could to make repeal very difficult.
But yes it can be repealed. The House has voted to repeal it, but there’s Reid’s Senate and Obama making sure repeal stops there.
They instituted some funding mechanisms that make complete defunding of its implementation impracticable. The bill itself still stands, and there’s funding within the bill, rather than in a seperate funding measure, to implement it.
Perhaps that built-in funding is what you’re thinking of...
No law is unrepealable.
