Where is the claim of illegality?

Don't tell me and others that we are wrong and then hide behind another poster and say it's their fault that it turns out it was legal. Newsom, his biggest critic, claiming it was legal, should have set off warning bells in your head that it probably was legal. If his biggest critic had damning evidence, he would have been shouting it from the rooftops.

Where does it say that?

I'd assume a guy hunting from out of state..with a guide service..would have all the tags, license that he needed.

Who “they”? Where do “they” say it? What evidence do “they” have?

This quote from the relevant article:

‘Richards went on. “While I respect our Fish and Game rules and regulations, my 100 percent legal activity outside California, or anyone else’s for that matter, is none of your business.”’

So at this point, without something more, all presented evidence says “LEGAL”
