I suspect he has a plan. The plan is to force submission of the West to Islam through weakening the US and its allies, imposing a world view that the US is guilty of a multitude of past and present sins, make the US pay for those past crimes, and establish a Greater Caliphate that will impose Islam and Shariah law on the infidel.
