If performing marriages is part of her duties as a judge, then she has no option of refusing. Doing so puts her in violation of her employment agreement and is grounds for termination, either by firing or impeachment.

Marrying couples is not a DUTY of any judge. They are not required to marry folks, but are authorized to do so and charge a small fee.
