In government accounting, this represents a “savings” of $Trillion dollars. So he still has money to spend.

Maximizing spending was the purpose of aggregating all the spending, including the stimulus and the war. But who budgets to fight a war every year?
Make it $300 trillion and make everyone a millionaire.
