Fred Johnson did in fact fall to his death after confessing to Kimble. Lt. Philip Gerard wasn't buying, until Kimble's brother-in-law, Lenny Taft, confessed that he had witnessed the murder of Kimble's wife years ago.

My mistake. Lloyd Chandler witnessed the murder and used Taft's name to bail Johnson out in L.A., lest his cowardice be unmasked.
