I just find it perplexing that with all the problems needing Solutions, Rick finds this enough of an overriding issue that he would list it first.
I am referring to this page:

It IS an issue listed on that page but it does NOT say:
That it is his FIRST, FOREMOST, MOST IMPORTANT, THE ONE HE WILL FOCUS HIS FIRST PRIORITIES ON, Issue.
