Actually everyone isn't entitled to to enter national forests without paying a cent as the 9th circuit seems to be stating. That's a function of the Federal Lands Recreation Enhancement Act, legislation, which barred charging a fee for parking and trails.
I go up to Uwharrie National Forest at least every couple of months. Park at a Trail Head and spend 1 or 2 nights camping out somewhere on the Uwharrie or Dutchmen’s Trails.
Never thought about Fees because they don’t charge any. Also so fees in the Birkhead Wilderness.
