Unless I'm reading it wrong, a follow-up email from DHHS seems to suggest it is one of their employees:

Your request for public records ha been received [sic], as soon as the full report from the Consultants visit is available we will make it available to you...

Isn't the principal at the school supposed to be in charge? Why aren't any of the "reporters" asking him/her who is coming into his/her school?
