Gambling, brick and mortar or Internet sites, is a States Right issue. Commerce can easily be regulated if States have different laws. IP addresses are easily traceable to a particular location and hackers/Wifi nomads can be prosecuted since betting establishments will know where the earnings/loses are going to.
Other than that, the Feds should butt out.
