This is Obama’s SECOND warheads reduction!!!!
Obama has already reduced deployed warheads by 70% with the New START Treaty. New START was signed on 8 April 2010 in Prague and entered into force on 5 February 2011.
So this new reduction is 80% of the remaining 30%. Reagan taught ‘Peace through strength’; Progressives/Obama practice ‘Peace through capitulation’.

I've seriously wondered about that myself. A part of me really believes that he wouldn't. I wonder what the reaction to that would be. I wouldn't be a bit surprised if he were thrown out of office by the military if he refused to show up for a nuclear war, instead opting to 'vote present'.
Why does this surprise anyone with enough intelligence to get in out of the rain?
Everyone who either voted for or against obama knew what he would do once he was in the White House. To wit: He would do everything in his power to destroy the United States of America.

There were democrats that were against striking back for 9/11.
So the answer is no he would not strike back he would be more worried about a "nuclear winter" than defending the people of the United States.
He won't even be satisfied then.
He'll be satisfied when this country's a smoking ruin, lit by the flickering fires of the wreckage, most of us dead, and the rest in chains.
Obama treats the Congress as his servants. If no one challenges him, then there is nothing to stop him. Recess appointments when there's no recess? As Rush pointed out to one caller earlier today:
If the Senate is not gonna stand up for itself, he's going to keep doing it. If nobody from whom he is usurping power in the legislative branch is gonna stand up and stop it, he's gonna keep doing it. If nobody objects, in other words, in a way that has a force of law behind it, he's gonna keep doing it.
Obama is either a fool or is deliberately doing whatever he can to weaken America and/or strengthen our potential enemies. Now he and his Obamamite followers and fellow travelers are sending up this trial balloon of a proposal for near unilateral nuclear disarmament.
This president is the same one who turned down our military’s recommended options to destroy the stealth drone that was down (along with NUMEROUS highly sensitive military hardware and software secrets) in Iran. This president CHOSE to allow the Iranians to take and keep possession of the drone and to discover and share its secrets with other unfriendly countries.
He and his Democrat allies need to be soundly defeated in November.
The destruction of this nation is proceeding at warp speed, and most of the citizens haven’t a clue. It’s as if a vast fog bank has descended on our land. The regime is wide awake and busy as can be, while the people slumber.
