I think they're talking about the NJ State flag here. AFAIK, Governors don't have any say in when the U.S. flag is flown at half-staff.
I believe it will be the Jersey flag at half mast. The US flag would have to be ordered to half mast by the President.

I voted for El Hefe and was pleased when he yelled at a member of the teachers’ union. But, boy, has that act gotten old!
