P&G probably wants their money back, if they had brains
P&G announced that is laying off a ton of their marketing people and moving away from reckless spending in TV in the future. The Oprah TV debacle was $100 million dollars in TV advertising paid for by P&G shareholders that went down the drain.

They got what they deserve
There is no FCC license involved since this is a cable network. Only over the air broadcasts need FCC licenses.
It is an attempt to defraud advertisers and has the possibility to kill OWN. Ad rates are largely set based on ratings.
