I just had an interesting thought: if this giant Obamacare law was passed by members of Congress who admit they didn't even read it, and is so large that, most likely, no one person could read and understand it, how would it be possible for anyone to state firmly what the actual text is? For example, if Obama wanted to implement some new hare-brained idea, what would stop him from replacing the current page 5,003 with an entirely different page 5,003 which says something entirely different, and then saying that it was there all along, a la Animal Farm? And that's not even taking into consideration a judge who is in Obama's pocket who merely creatively interprets known text to say whatever Obama wants it to say, despite the actual text. You know, like they do with the Constitution now.

Well, there are some (many actually) places that the text of that monstrosity (as passed) are archived. But they don't even need to resort to that level of sleight of hand since the vast majority of the details (such as these policy directives that are currently being discussed) are not spelled out in the original bill. They have been left for existing (and literally dozens & dozens of new) bureaucratic agencies to draft and develop. Since its passage there are now buildings (many new ones at that) and buildings filled with bureaucrats writing the detailed rules and policy that will choke this country to death.

This was something that Steve King & Michele Bachmann tried to get defunded immediately after the 2010 election that gave the Rs control of the House. They tried to get Boehner & company to defund the $105 Billion that was pre-authorized to start the implementation of the bill. Needless to say their plan fell by the wayside as the Establishment would not go along with their effort.
