If FL was penalized by half its delegates for going too early, why would they also be penalized for having winner-take-all? Can they be penalized twice under the rules?

I am talking about the proportional rule in Iowa in the precinct caucuses ... if somebody has 20% in the room in Iowa, they get 20% of the delegates from that precinct.
In Maine, there is no proportionality ... one group or slate can easily sweep all the precinct delegates.
(i been to 5 super-caucuses this week in ME)
The National delegates have a proportional rule at the Maine state convention in May.
