Space exploration is justifiable only if the budget is balanced, the national debt is substantially reduced, and taxes on all economic classes are lowered.

Example:
Construction of the Cumberland Road (which later became part of the National Road) was authorized on March 29, 1806, by President Thomas Jefferson. That's one founding father!

There are others.
