only if they used a couple of Russian Made “suitcase nukes” in the payload, the payload space is too small to use anything else at the moment, but consider it only took a few years for us to go from explorer 1 satelite to somethign that could deliver a heavy bulky nuke into orbit. A lot of the R&D has already been done for the Iranains for the right price.
I have no idea what size of bomb is needed for an EMP, but you are correct. If they can do this, they might be able to deliver an EMP.

Geez, you know if we got EMP-zapped, we’d need a LOT of gummint, and probably martial law and have to suspend elections and all, too...
