Dr. Graham of the EMP Commission 2008 report to Congress estimates that a nuke 250 miles high over Chicago would take out the entire US elect. IIRC, the size of the nuke from the report was in the megaton range. Iran hasn't yet shown the capability for even a kiloton range weapon and a 'suit case' nuke is even smaller scale.
