The Congress shall have Power To...
To promote the Progress of Science and useful Arts I'm afraid you have an incomplete copy of the Constitution. The complete text of clause 8 is, "To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries."
No help there for moon base prizes.
