Sure it does - it means that a billion people think that Muhammed took Aisha at 9 or whatever - and they think he is the “perfect man” and they seek to excuse and justify such actions - and perpetuate them.

To those girls victimized by this ideology - I would say it means more than just “a thing”, nor would I attempt to convince them that it doesn't mean a thing.
