The rats were very concerned that Holder would have nothing to talk about, other than incriminate himself. He can't just plead the 5th on every question. The results of this report IS his "5th" to plead, in lieu of the real 5th. Now he can babble on and one, and weave in tons of references, "... now I refer you to page 47, paragraph A, sentence 3, character 7, and pica 12 on that." "Please refer to report page 72, between line 7 and 8, in that whitespace, you can clearly see that..."
I believe there is precedent for an AG taking the fifth dozens of times during his testimony. Or claiming executive privilege.
