It's a transport chair actually. Used in hospitals, airports, some stores, places where someone able to walk short distances may have to walk a good distance, etc. The wheels are smaller than a wheelchair.

Sadly, yes. I was at his Presidential Library a few months ago, and the person giving us our introductory presentation mentioned that Bush Sr. is confined to a wheelchair.

By the way, the library is great - better than Reagan’s, in my opinion.
