You be correct and we agree, now if only we could knock some sense into the Ruling Class, or better yet FIRE THEM ALL.
My street used to be the responsibility of the village but they contracted out with the county who in turn get money from the state who in turn get money for the feds.
The net result is that I pay taxes for the county to run through with a grader about twice a year and they don't plow snow or even grade the whole street. They turn the corner and go away from my end of the street. In fact the street is disappearing over the years.
