Maybe I’m missing the point somewhere, but I thought there was no SS in 1890. Or is this SS# for someone who was born in CT in 1890 and the assigned one much later in life during the establishment of SS?

Precisely. SS numbers were not assigned untill sometime in the mid-1930's.
