Does that mean that she rots in jail until they figure this out?

I think that the police and persons in custody would quickly be barfing if they let her rot in custody. Better to take her to the morgue.

In the meantime, the man who shot her, is in custody.

Typically the police can hold you for up to 24 hours without charge in police custody. This can be extended by a Judge to I think 96 hours.
Please take the time today to find a lawyer, meet with them, make sure they are pro-gun etc, and willing to come running if an incident occurs and then keep their 24/7 phone number with you at all times.
In the case of a shooting or a situation like this, having your lawyer show up on the scene can definitely reduce your chances of ending up in custody and will ensure if you do, you get out as quickly as possible.

The shooter is male.

Instead of shooting her, he could have offered her some weed and discussed with her the possible opportunities for a fulfilling career as a community organizer.

I wonder if the shooter will be charged with a hate crime--it probably depends on whether he is white or not.
